Pay

HK$64,287 to HK$98,928 per month (including a Monthly Allowance) [HMPS pt 9 – 19]

Job

Reporting to Senior Manager (Finance Development & Costing), the incumbent is responsible for the provision of executive and administrative support for the Head Office Finance Division. Key responsibilities include:

1. Serve as the focal point for the implementation of a structured staff training and development program for the Finance function

a. planning, coordinating and organizing training activities (e.g. seminars, workshops, sharing sessions etc.).

b. keeping and maintenance of centralized training records.

c. coordinating for the implementation of various staff engagement programs and organizational development initiatives.



2. Assist in administration of the Finance Division in areas such as personnel, office accommodation, central filing, document control and maintenance of Finance intranet.



3. Assist subject officer(s) in the management and co-ordination of activities for new initiatives /projects and ad hoc assignments:-

a. drafting of papers, reports and presentation materials as well as responding to enquiries raised internally or externally.

b. liaising and coordinating with both internal and external parties to support the development and implementation of new initiatives /projects and assignments.

c. acting as meeting secretary, when required.



4. Conduct quality review and editing of procedural guidelines, circulars, policy manuals, papers and reports prepared by respective Finance subject officers before submission to senior executive for review.



Requirements

1. A university degree or equivalent, preferably in Business Administration or Management.

2. At least 7 years of post-qualification experience in administration at managerial level.

3. Good command of both spoken and written English and Chinese.

4. Knowledge of common office automation (e.g. E-mail, Internet / Intranet), PC applications (e.g. Excel, Power Point), English and Chinese word processing.

1. Excellent interpersonal / communication skills.

2. Ability and initiative to prioritize tasks.

3. Ability to organize, maintain and retrieve information efficiently.

4. Ability to communicate effectively with senior staff and external parties.

5. Knowledge in Finance operation.

6. Exposure in public sector and staff development & training.

Remarks

For Serving HA Staff

1. Selected candidate will be offered either contract or fixed term appointment for 2 years depending on his/her existing employment terms. Serving permanent employee will be offered a fixed term appointment after which the employee may be reverted back to his/her former substantive rank. Serving contract employee will be offered contract employment with an up to 15% of total basic salary as end-of-contract gratuity upon completion of contract with satisfactory performance.

2. The offer of salary and allowance (Cash Allowance, Fixed-flexi Allowance or Monthly Allowance) for serving employees upon changes in appointment will be made in accordance with prevailing policies.

Appointment will be on contract terms for a period of 2 years. Up to 15% of total basic salary as end-of-contract gratuity may be offered upon completion of contract with satisfactory performance.
